Violent crime is understood by the Torah to be a natural result when some Children of Adam allow other, "less fit" Children of Adam to suffer the effects of their lesser fitness for the world around them.
The violence done by the suffering is understood to be a natural, normal, healthy, and sane reaction by those humans for whom Society is not working.
The Torah does not call for such violence for were the call made there would be no evil that people would not use it to justify.
But the Torah understands it, expects it, and teaches us how to prevent it.
By inspiring in humankind the desire and will to form ourselves into a society of people who care for each other’s welfare just like we care for our own welfare.
